Companies submit their filings to EDGAR, and anyone can search, read and download them for free. Source 1

EDGAR's full-text search covers filings since 2001, so you can search for a phrase such as “substantial doubt” across every company. Source 2

Each accepted filing gets an accession number. Source 1
